Unhappy low idle

I have a 1999 2.0 8v gti cupra sport, the car idles too low and when the car is cold keeps cutting out. I have had a diagnostics check and had the lamba sensor replaced and there is no faults now showing but it is still running the same. Any one else had the same problem and what is the solution
