1997 Galant will not start

I am working on a friends 97 Galant that will not start. I have no fire from the distributor, and the pcm is not grounding the injectors. I do have fire to the distributor and injectors. I have inspected the timing belt wich is in good shape. I also removed the pcm and inspected it to see if was burned up - looks and smells ok.I am a Ford mechanic at a dealership, but I don't know much about this car - lol. I would think it could be the CKP sensor, but I can't test it. Oh and I checked for dtc's and had none.
