GM remote start

I have 2 GM vehicles, a 2006 Equinox and a 2006 CTS. When you start either car, if you turn the key to "start" and release the key quickly, the motor will turn over until it starts. This tells me that the starter motor is controlled by the Powertrain Control Module. A quick search for PCMs does not include a different computer for non-remote start vehicles. That being said, I think the remote start feature is a different remote and a few lines of code in the computer software. If so, why isn't remote start a dealer installed feature?

It is a base factory installed product. You just didnt get the fob's
