overheating issue. 2001 eclipse convertible

Let me start off by saying I don't know much about cars lol. Anyway my eclipse has been making this awful burning smell and occasional white smoke will come out from under the hood. I've taken it into the shop they couldn't find anything wrong with it but replaced the lower radiator hose because it had a small leak and they replaced the thermostat because I was having issues with the AC.

Anyway I noticed on the coolant over flow reservoir there is two hoses coming off of the cap. 1 hose leads back to the radiator and the other hose was not connected to anything. there is this metal piping the runs up the passenger side of the car next to the tank and it has an opening right next to the tank that fits the hose. I don't believe it goes there though but I can't find any pictures onlinethat really show it.

I've also noticed that the plastic shielding that covers the spark plug wires is breaking apart and leaving plastic on top of the engine which I think could be creating the burning smell but I'm not positivethe plastic is extremely brittle and just crumbles in your hands from all the heat. I'm not sure what is causing the engine to get so hot if that disconnected hose is supposed to go somewhere or what.

the temperature gauge on the dash appears to be fine when driving it but the smell and smoke says otherwise. Can anyone advise me as to what might be the cause?
