Question 90 silhouette problems with rebuilt alternator not charging.

am working on a 90 silhouette. had the alternator rebuilt and after putting it back on.. the guage shows only 11.50 volts. and after testing it with an voltmeter it still shows only 11.50 volts. is it possible that the ecm is bad. or just a bad wire connection. / help.. asap.. thx.
