EGR insufficient flow

A friend has a 2000 Eclipse 3.0 non turbo. Is getting an EGR insufficient flow code. I checked the whole system and cleaned the ERG and the block side. When I did check the vacuum decal. It shows something inline that appears to be missing on his. See picture. Can somebody tell me what it is part number etc. What does it specifically does. The missing part circled in red.
