van wont idle on its own? idle control valve?

i have a 98 dodge van with a v6 and 80k miles
the truck wont idle on its own. idle control valve? i tried cleaning it and it wasnt really dirty nor did it help. ive replaced this before on the same van, any idea why id have to replace it again other than a possible faulty part?

Does it have a timing belt or chain. If it has a belt, I bet thats it.

It happens, new parts can be bad out of the box, or fail prematurely.
