Tire wear

I'm wondering about my tire wear and getting new tires or not. I haven't seen tires before with different depth tread in the design. The outer tread is shallower than the inner tread, not just by wear, but it looks like it was manufactured that way. I have a photo below, look at the outside tread and the inside tread more carefully than 2 seconds. There's a tread wear indicator in the picture as well, which shows there's still awhile before it gets to that indicator.

The picture doesn't do it justice because the tires actually look pretty new and like they have plenty of tread left except the outer tread.

I do know that outside tread can wear quickly for various reasons, but the question is more about the depth of the designed tread. Is that weird it's like that?

Is the rubber thickness of the tread valley the same as the tread wear indicators? It appears it might be. It looks like the vehicle the tire was on may have an alignment issue and/or the tire was often under-inflated.
