Echo 2001 hard starting after refueling

my sister have a Toyota Echo 2001 1.5l and she have a hard time restart is car after refueling at gas station.
the car will restart easy if the car rest for a period of time after refueling .

So it look like it as something to do with the air pressure built in gas tank then release when she open the gas cap. !! ? !!

Thanks for your idea all.
