How do you do that effect with the paint?

Spray it on the model.

No really, the color coat is like that straight from the can. The trick to a good flip-flop is a smooth surface (lots of wetsanding/polishing).

That's entirely up to you. There are different flip paints that Dupli-Color makes if you're interested.
