If you had a new rack and pinion installed make sure it has plenty of fluid. Then turn the steering wheel back and forth and it should go away.
Be aware a bad power steering pump will make noise.

If turning the wheel back and forth doesn't work you will have to put a hand operated vacuum pump on top of the powersteering reservoir and will have to then turn it back and forth. Tracers and Escorts are really hard to get the air out of the system. If you don't have a vacuum pump and fitting for the reservoir you can get one at Auto Zone free of charge by putting down a deposit which you will get back..

Re: 95 tracer power streeing

I thought the noticeable whine was just normal noise for a replacement p.s. pump! At least for the 'discount' replacement pump I bought. Mine has been making the whine ever since I replaced it 10,000 miles ago, though it is getting slowly quieter. Even the box it came in said to expect some noise.
When I first installed it I think I worked all the air out - so it wasnt generating any bubbles into the reservoir at all. But it still whined. Anyway it was worth it. The original pump didnt seem to make any noise, but was oozing p.s. fluid all over the front of my engine...

it can actually be unnecessarily expensive to fix these kinds of problems.
