passed emission

I heard of a guy he had a brand new GM truck ended up having an accident. He got it fixed than had to go for a safety and it did not pass because the emissions, he was confused so he went and got a new truck from the dealership and had it tested which did not pass because of the emissions. So why do we have to go and get our vehicals safetied if the brand new ones won't pass.

lol... he prob savaged the vehical and was trying to retitle the vehical..its hard to beleave a new vehical would not pass as they have strict guidelines to meet epa standards and have to pass before being sold at a lot... maybe the smog station has a fault machine??
