97 Rav 4 EGR

I can apply vacuum to egr valve but it does not affect engine. The diaphragm does move open and freely with vacuum or by finger. Is the egr bad????

sounds like your egr passage is plugged with carbon if its opening and closing with vacuum but not affecting engine idle

I did clean the egr valve, I am thinking the tube from valve might be plugged.
