Unhappy Hot Carbs

I had this problem before I changed from a single carb to duel S U's. After driving about 20 miles the car starts to chug, the tach goes from 1000 to 4000, when slowing down it stals (seems like a vapor lock). Open the hood and the carbs are to hot to touch.
