2001 Saturn L200 fuel gauge below E, DTC U1000

I have a Saturn L200 with a fuel gauge below E most of the time. Once in a while, just after start-up, it goes up to the actual amount. I get the service light on (not the SES) and a code U1000 Class II Data Link Malfunction Communication. I get a note on the scan tool that says "Unknown device 52 inactive." I replaced the sending unit and the PCM says that the fuel level is at 74%.
Any idea's would be greatly appreciated.

I know that it is either an instrument cluster or the BCM. Any idea's on finding out which one.

Found the problem. It is the BCM. Replaced it, works good.
