Keyless entry never worked

I have been fighting my keyless entry system for 4 weeks now. I bough a silouette used that did not come with any remotes. I bought a remote off ebay.(I'm trying to keep this short and simple) I have an account with Alldata and get all the technical stuff and testing instructions I need. My system checks out per their testing instructions, but the transmitter will not program. I even bought a new receiver, still nothing. The BCM enters the program mode just fine. I programmed the transmitter to my sister-in-law's 2000 chevy venture and it worked fine. Anyone got any suggestions? Could the siloueetes have used a different transmitter in 2001? Is there any way to find out the transmitter number that I need? The receiver has a number on it similar to the one on the transmitter - should they match? Confused and exhausted.
