1993 dodge caravan cargo van

I have a 1993 Caravan and my mechanic has done everything he knows to get the ac compressor to come on. When he puts voltage directly to the compressor it freezes you out. He has traced everything from the switch on the dash by the radio, to all of the fuses and relays. He can't figure out why it will not come on . All checks out fine. He even installed a new computer from his own caravan same year but nothing. When I purchased the van it had been wrecked and repaired but the air bag had not been replaced. Could this have some affect. Also, I removed the fuse to the auto door locks because they would start locking and unlocking at will....even in the middle of the night when we are asleep...you could hear them going up and down if you are near the van....spookey...please help it is getting hot in florida.
