98 silhouette won't read the OBD II device

have a 98 olds silhouette, 158000 miles , loaded power everything,
just got it, the check engine light soon, is on , tried hooking up
OBD II device, i get nothing, i guess no signal , this tester works,
we tried it on my pick up ,the cars my brother-in-laws were in, it works
on them, but not on the silhouette, where do i start in troubleshooting
this, the dealership, can't because they can't get it to read either.
help

Usually the cigarette lighter fuse is what supplies 12volts to the obdii port. Have you checked all of the fuses?
