Paint issue (Need help)

I am having an issue getting what I think are some hard water spots or oxidation off of the paint on the hood. I've tried some apple cider vinegar cause I read that could work. It did not. Any suggestions would be great.

Clay bar. That stuff works awesome.

Follow the clay bar up with a buff and wax.

I tried the clay bar. Seemed to work in that spot and make it fainter. Still didn't work to my liking and didn't work well in some other spots. The spots seem to go away when wet but come back when dried with a cloth. Any other suggestions other than the clay bar???

As I suggested, follow the claybar up with a buff (polish) and wax.
