ignition cylinder

can ignition cylinder be changed out by any mechanic or does it have to be dealer?

Any body can change it, just need to buy the part and find the removal procedure.

thanks, i'm also having a problem with the a/c button turning on and off. my changed the a/c panel, but still having same problem, any suggestions???

New A/C panel or used, the contacts get dirty and need to be cleaned. If new, did you check the refrigerant pressures.
