P 0480 Code

2007 Saturn ion 2.2 Ecotec
I had to replace the fan assembly motor it was burned out. Now i still get the same code. I would erase it and as soon as i start the engine the SES light would come on. The a/c is off and all other fan controls are off. Could this be a PCM problem? Also i'm not getting 12v at the fan plug with key on engine off but a/c button on. The A/C clutch doesn't engage either it think it's low a charge but the cooling fan should work either way right?
