1986 Chevy not shifting on it's own

Hello, I have a 1986 Silverado with a th350 in it it's rebuilt with mabey 50 miles on it, when I put it into drive it will not go from first to second or third. But if I am driving and play with the shift lever on the column by moving it slightly up and down it will shift into second then I have to do it again to get into third, and also on the dash it doesn't line up perfect to the gears," drive is half way between D and N for example" on the dash, the old transmission did the same thing .
any ideas?

Is the TV cable connected? Is it very loose at the closed throttle position?

Also, how was the governor set up? What springs/weights?

Is the vacuum modulator connected? Does it have a full manifold vacuum source, or is it connected to a timed port on the carburetor? Is it adjustable?

The TV cable is connected and isn't loose, I don't know about the governor, and the vacuum modulator is hooked up, the hose goes up to the engine and tees off into a hose that goes into the fire wall and the other hose connects to another tee that runs into a valve cover and the other runs into the front of the carb, I don't see anything to adjust though

From your post it seems your shift linkage is not adjusted properly!!
