1993 Saturn Sl1

Recently I bought my first car, a 1993 Saturn Sl1. Turned out to be a big mistake. When I am driving, the car will idle up, and have what seems to be a power surge. Every light will go brighter, the dashboard gauges will shoot up, and the car has a small, brief boost in speed. The car won't idle most of the time and dies as soon as I release the pedal. Its a manual, 5 speed, the speedomotor and odometer don't work properly. Every mechanic I've talked to says its a vacuum leak, but I replaced the breather apparatus, and the hoses connected to the engine. Also there was a constant clicking sound in the emergency brake handle until I took out the fuse for it. Now it is clicking in the rear doors, even when the car is off. I've had the computer and ignition switch replaced but neither helped. Any ideas would be much appreciated.
