Unhappy Help my my 325i!!! Ahhhh!

Hey Guys! I have a 92' 325i Bmw, I looked at 0-60 times and my car should be doing 7.2 something w/ an automatic. Currently...my car is doing a 9.0 and thats with a CAI and Dinan Chip...any ideas whats wrong with the car? Also I am putting 17' wheels on my car soon, does that mean I have to put strut tower braces so I dont screw em up and stretch em? Thank you sooo much for your help!
