Fuel injector problem

Hello all, I have a 1989 9000 Turbo. The fuel injectors are not opening up, I have checked that fuel is getting to the rail, Noid testers show that the injectors are not getting proper voltage, but the test light shows there is something there. I have checked the fuse's in the glove box, and checked that the fuse terminal is is also getting voltage to it. Does anyone have any ideas?
