About PCV systems

Hello Everyone,
We know that cars manufactures developed PCV systems for environment reasons,
But I'm confused, with a PCV draws air from the engine into the intake manifold. This would include a mixture of oil vapor and exhaust (blow by) which would be very bad mixture of blow by gases specially when using bad leaded fuel (80 octane) -like the one we use here in Iraq-. This would reduce the amount of available good fuel/air mixture entering the cylinders for combustion therefore reducing power, right?
