'98 3500 5.9Diesel5speed: won't crank

Vehicle has been sitting around a year. Batteries were 're-conditioned': but when I went to start it, Nothing clicked. period, thinking a bad clutch switch, or similar. any ideas out there?

The batteries must have no less than 12.5 volts.
You might check the battery connections too.
