Owner and Pink slip, needs quick replies!!

Hi, I live in California. I'm thinking to buy this car. I asked the seller about it. And he said he just bought the car from the first owner a month ago, and he never registered. But he has the whole pink slip, signed by the first owner, even the top part (The Notice of Transfer and Release of Liability). So if I do buy the car, I will be the second owner of the car. This is my first time seeing something like that, and I really like the car and I want to buy it. So what do you think? And on the release of liability form, we have to put the selling price. But I'm actually not really buying the car from that person, so what do I put there? And is it safe to do so? Since the guy who is selling this car is not really an owner of that car, he just have the whole pink slip. Thanks for reading.
