1996 blower motor stopped working.

I have a 96 Village GS. The blower stopped working. I've trial and errored everything I can think of. I can get it to work, but by rigging it. I've checked everything with test lights and multimeter. Here's what I came up with so far. Power is reaching the relay but from there it seems to half stop, by half I mean the 28 fuse is getting power, but the 31 fuse is not. The relay is new and tested and working properly. If I take a jumper wire from the left side of the 28 fuse to the right side of the 31 fuse everything works, but the fuse blows if you turn the fan speed above 3. I'll post a diagram below. I don't have EATC so you can ignore that part in the diagram. Any help would be greatly appreciated.

Still have issues. Power is getting to the relay, the relay is brand new and tested, but no power goes beyond the relay to the fuses for the blower. I looked at some diagrams and stuff and I can't seem to find a wire that runs from the relay to the fuses, does this me it's internal in the fuse block?
