buying a car with no title

OK i want to buy this 68 chevelle for 3 grand. The person selling it does not have the title. The person he bought it from lost the title, and sold it to him with an official bill of sale. The guy lost the bill of sale and is now selling it. How can i get a new title/salvage title/abandoned car title for this car. Or how can the guy selling it?

First place I would try would be here: http://www.ncdot.org/dmv/contact/ . I'd explain the situation and see what I would need to do or what the former owner would have to do in order to obtain a new title.
