Brake job lAbor rates

So I am polling to get a consensus of what shops get for brakes. My boss is trying to change our rates paid to techs for replacing pads/rotors because we are paid .1 more to machine rotors. He states we are replacing too many rotors and the only logical reason is because we are paid .1 less to replace and obviously nobody can machine a set of rotors in 6 minutes.
Currently we are paid:
1.5hrs pads/rotors
1.6hrs pads/machine

Every other job I have worked its been:
1.5 p/r
2.5 p/machine

Feel free to post your rates and location if you want.
