1995 Ford Exployer, AC question

My 1995 Exployer not cooling now (it was cooling last summer) The compressor runs a second or two and stops, then another second or two and stops and keeps doing that. Is that caused by low freon?

Update, I decided to check it with the AC Hose/meter that you get from parts store, to check freon level....in the second or two that the compressor turns on, it shows a full charge, then compressor stops.... nothing.... then compressor comes back on for a second or two, it again shows full charge, so I assume the problem is not freon but i have no idea what next.
