CODE 41 Primary o2 sensor heater

Hello,
The CEL came on and when I jumper the magic blue plug, I get code 41.

It is the Primary o2 sensor heater fault.

I checked fuse 15, it is good.
I measure 48 ohms on the o2 sensor heater wires (black to black) reference page 11-140 in MMM (Manufacturers Maintenance Manual)(Honda shop man)

I don't see voltage on the engine side 4p connector to the heater.

Please help....
