generator pegs amp meter

I have what looks like a Standard Delco generator. Numbers on the case 9025 34 35 49 12 VOLTS No ID tag. The amp gauge is pegged greater than 50 amps when engine RPM's > 1000. Battery is fully charged with battery charger. Ideas why the regulator / generator keeps charging?
