Tires and Wheels Price Estimate Help

Hi, I just recently got a 1999 black toyota 4runner 2wd and have been wanting to customize it a bit. There are three things I would like to change. First I would like to get new all black bumpers for front and rear (sorry I know wrong forum) and also new tires and wheels. The car is not lifted and I do not know the max size tires and/or wheels it can have. I been looking around and would like preferably 17-19 inch black wheels (what ever I can afford/car can hadle) with thin tires. It would be great if someone with some experience could give me an estimate on how much all this would cost around.
