1994 Acura Vigor Engine Code 9

I have a 94 vigor in my shop.. It throw engine code 9 (crank/TDC/Cam sensor) I replaced the sensor due to it failing the resistance test.. The new sensor is good.. (650-850 ohms) I tested all the wiring harness from the sensor to the ecm for continuity to ground and the end of the harness.. Everything is fine! I borrowed a known good ecm from a friend, and the same problem occurs. I found a TSB that said it was a possible false code due to a faulty diode in the alternator.. That also is not the problem.
The car cranks all the time but does not always start. When it does start, the idle jumps consistantly from 800 to 3000 rpms.. up down up down..

WHAT AM I MISSING???
Any help would be greatly appreciated

Im getting code 9 and then a long strong single code 1 cyp and 02 but both are brand new all wires are good its a JDM engine aftermarket and new engine came with just the tdc sensor i need help anyone please

Ok guys...the answer to this problem is.... the CAM SPROCKET. engines from japan come with a cam sprocket that is missing the tooth that the sensor needs. So you need to swap the cam sprocket with a U.S. vigor sprocket. Hope this helps you guys. My vigor has started every time since i replaced it with a cam sprocket i got from a junk yard.
