XC Barina (Corsa C) Hand Brake not holding is a known issue?

Hi,
I recently bought a XC Barina (Corsa C) 2005 2dr hatch with 100,000km on the odo. It's a manual transmission.

The hand brake does not hold on hills. On a steep hill the car rolls even if left in gear.

I have changed the drum brake shoes on the rear with a premium brand (Bendix). This made no difference at all, in fact slightly worse.

Before I try other remedies such as replacing the drums, can anyone tell me if this is a known/common fault with the design and whether there is any point persisting
