Unhappy 1992 Plymouth won't start unless you turn key off and on

Hi all. We are really stumped on this, I can turn the key on and all the way off about 15 or 20 times and it will turn over but won't start until it finally kicks in (it's like it has to be primed) When it does start it chokes and stumbles and you can't touch the gas or it bogs out. So I just let it choke it's way through until it warms up. Then it's fine for the rest of the day, unless it's sat for 3 or 4 hours. When it first starts it choking it idles up to 1500 rpms and then back down to 500, and continously does this until it's warmed up, if I try to take off before that it pops and backfires. Please Help I love my Laser!!! It's a non turbo, 5-spd, 1.8L,

Thanks for your help!
