This leaves you with only two possibilities at this point. One, the contacts on the ASD relay are fried and not passing power though. Two, you have a break somewhere in the DG/BK wire that comes off of the ASD relay socket and runs to a six wire splice.

Re: 1991 b250 no spark no fuel

I'm getting like 11.97 volts to the plug but when I turn the ignition I get no click? I can take and directly wire the asd to the battery via the blue and blue with yellow and it will click but nothing via the red and the dark green with black.

It gets real hard to help you diagnose this if your description changes. In your second to last post you said that the relay clicks after you turn the key on. Now in this last post you say that the relay does not click when you turn the key on. So which is it?

Re: 1991 b250 no spark no fuel

I apologize for the confusion. I thought it was the asd relay clicking when I turned the key, but it turned out to be what ever the sensor is that controls the light for the oil pressure. I had my son turn the key and I listened under the hood for the asd relay to make sure that it was clicking and it was not.

Re: 1991 b250 no spark no fuel

Does everything else in the van work, like turn signals, 4-way flashers, heater blower, backup lights, dash indicator lights (like the check engine light), gauges, radio, horn, head & tail lights, etc.?

Also, if you pull the ASD relay out of it's socket and connect a meter across the terminals with the DB and the DB/YL wires, then turn the key on, do you get any power readings?

Re: 1991 b250 no spark no fuel

I am getting 10.70 volts across the two. I have all lights except the check engine light. I checked the bulb and the bulb is good for it. I did the on off on off thing and the light never comes on.

Re: 1991 b250 no spark no fuel

Although a bit low, that should be enough power to pull the relay in, yet it's not. The ASD relay coil is controlled directly by the PCM (engine computer) for your model year. Since it's the lessor of two evils, I'd try a brand new relay first, if that doesn't solve the problem you'll probably need a new PCM.
