Help! Should I buy this car?

Hello, I was hoping somebody who had a little bit more knowledge on Acura Vigors could help me out. I am looking for my first car, and a guy offered to sell me his 1992 Acura Vigor GS for $1000. It has 228,000 miles on it. The a/c does not work. He said the hoses would probably need replaced also. It is a 5 speed. I checked up the kbb value of the car and it is listed at around $1000 in excellent condition with ac. What do you guys think I should offer him for the car? It appears to be in great condition as far as looks go, but mechanically I am not sure. He drove me about 4 miles and the car looked good. Any feedback would be great!
