2004 Optima Emissions Readiness o2 sensor heater test won't complete.

2004 Kia Optima
2.7 V6 Automatic

Hello, I recently purchased a 2004 Kia Optima just off factory warranty. The original owner had a lot of maintenance performed on the car before I bought it including new battery, new tires, new spark plugs & wires, oil change, all filters, trans flush, all belts and water pump. All work was performed at the dealership. The car had around 80 miles on it since all this was done. Here in North Carolina I am required to get it inspected before I can get a tag. When I went to get it inspected they said it wasn't ready due to the o2 sensor heater tests not showing complete. I have an OBD2 reader so I looked up the procedure for the car. I wanted to do it by the steps so I reset the tests with my scan tool. All tests have completed but the o2 sensor heater tests. Any information or advice is much appreciated. I have driven the car almost another 80 miles with no luck. I'm assuming the test would normally complete at startup.
