hvac fuse

The 10 amp hvac fuse in my 97 aurora keeps blowing. It pops the second the ignition is turned on causing the dash gauges and temp control not to work. Have disconnected the blower motor and door actuator trying to isolate the problem but it still popped. Wondering if anyone else has had this problem or someone knows what systems run off this fuse. Any help would be appreciated. Thanks

Looks like it is the HVAC programmer located behind the glove box.
