when do I have to check transmission fluid?

Hi.
My car is 2000 honda accord ex v6 - automatic.
When do I have to check the transmission fluid?
Do I check during engine running or after shutting off the enigne?
There is much difference of fluid levels between runnign and sutting off on my car. During engine running, fluid are on between the max and the min, but after shutting off the engine, fluid are below the min level.
I just changed the transmission fluid at honda dealer.

you are supposed to check it with the engine running
