94 cutlass 3.1 high idle

Hello,
My 94 cutlass 3.1 was idling @ 2,000rpms, and i have done the following:
checked everywhere for vacuum leaks, none found
replaced iac (original was stuck)
replaced tps (original was @ 2% even with my foot off gas)
replaced iat sensor (this brought idle down to 1500)

now the idle is down to about 1500, but still no success. Any ideas?
It ran fine until i removed the upper plenum to replace a bad fuel injector o-ring. When i put it back together i had a check engine light showing the throttle position sensor was low.
