92 nissan NX headlight and dash lights no work

have a 92 Nissan NX with a 2 liter 2 door power winows
The dash lights do not work and head lights are dim and no high beams after checking all bulbs found one one bad one replaced and now have dim lights and when I turn light switch on to third postion have psg light that is brighter and no drivers light still no high beams at all.
checked voltage on psg side have 13 to 14 volts drivers only 9 volts. all wiring appears good
The person I bought the car from said the day time running switch was gone but my parts supplier and the auto wreckers say they can not find such a switch
can any one please help
