Rover 25 long crank time after stalling

The car takes along time to start up after stalling it cranks for 3 secs before starting, it struggles to start but only after stalling. It starts instantly from cold start and also starts instantly from hot start. Only when it stalls does it take a long time to start. It is 1.6 petrol engine.

Here are my obd readings below once engine is idle and warm:

Feul sys1 - CL
Calcload - 2.74 %
Coolant - 66, this increases and stays between 90-102 eventually as car warms.
Stft b1 - hops around between -5%and 5%
Ltft b1 stays more or less constant at -3.91%
Map - 34 kpa approx
Engine rpm- 870
Spark adv - jumps around between 8-12 btdc
Iat- 23 celcius
Tps- 3.92%
O2sl - 1112
O2s11- varies between 0.1v to 0.8v for upstream 02 sensor
Shrtft11 - varies between -5%and 5%, I am guessing this is reading is from upstream 02 sensor
O2s12- voltage stays constant at approx 0.85v for downstream 02 sensor
Shrtft12- 99.2% does not change stays constant. This for downstream 02 sensor

Calcload - 5.09%
Coolant -this increases and stays between 90-102 eventually as car warms further, does not go past 102
Stft b1 - fixed at 0%
Ltft b1 stays more or less constant at -2.35%
Map - 27 kpa approx
Engine rpm- 2000rpm
Spark adv- 28
Iat- 29 celcius
Tps- 3.92% does not seem to change
O2sl - 1112
O2s11- varies between 0.1v to 0.8v for upstream 02 sensor
Shrtft11 - varies between -5%and 5%, I am guessing this is reading is from upstream 02 sensor
O2s12- voltage stays constant at approx 0.85v for downstream 02 sensor, moves around a bit

Are readings ok?
Tps does not change, is this normal? What is normal?
Also shrtft12 is at 99.2%, is this normal reading from post cat 02 sensor. Voltage for this sensor does not move much is this expected? While pre cat sensor vol moves between 0.1 and 0.8 v constantly.

Is the 02 sensor causing the long crank after stalling or is it the Tps sensor or something else?
It took me a while to get all this information hence a response would be very much appreciated.
