2002 dodge ram 1500 outfitters edition Questoin

Today me and my mother where car shopping when we came across a 2002 dodge ram 1500 outfitters edition. when we test drove it we had problems getting the vehicle into 4 low it would grind then pop in then not go anywhere and you had to play with the gear column and it would finally work once it was in 4 low if you put it into reverse it would kick it out of 4 low and stay nuetral. my question is are we doing something wrong or is it a problem that needs addressing at the dealorship before purchasing, on another note we also noticed that the front end on the passangers side has a schimy at all speeds, any anwsers as to why this is happening would be greatly appreciated. also are there any other known problems with this model and make of vehicle. thanks.
