Question Overdrive X RPM

Pontiac Bonneville SSEi (SC) 1992 all stock

Dear fellows:
Someone can tell me what should the RPM engine @steady 60ml/h in this model?
I´m suspecting that I lose my OD or TCC switch.
I´m getting a ugly mileage. 9ml/gl city drive and 11ml/gl freeway.
It´s driving me crazy.
New air filter, new MAF sensor, new fuel filter,new wires and cooper plugs with right gap,new O2 sensor (Delco), FRP ok (no leak or smell), no vacum hoses leakeage. Car start, idlle and runs flawlessly.
Does the MAP sensor has anything with PCM?
Any tips will be welcome.
