VR Commodore - Heater Fan issue - Fan won't immediately start when turned

I have a similar posting in the Commodore Forum, so apologies if you have already read this.
My VR Commodore seems to have developed an issue recently whereby if you get in the car and switch on the Heater / Aircon fan, it sometimes takes as long as 10 minutes before it turns on.
Once it has decided to operate, you can turn the fan off and on to your heart's content and it still works.
Having the Aircon on / off doesn't make a difference to the operation of the fan, neither does turning the fan on before or after the engine has been started.
It looks like an electrical problem. Even on the hottest of days when the car is already warmed up if you stop the engine for a few minutes and then turn it back on again the fan can take some time to come on.
I cleaned the fuse - haven't cleaned the relay as yet.
Any clues which would lead to a resolution of this issue would greatly be appreciated.
