In my experience I would bleed brakes the correct order from right rear to left rear and right front to left front. his allows the proportioning valve to center and allow the correct pressure. The shoes could have been contaminated at one time and clean to look good also. Then there could be an issue with drum surface. It its glazed they will grab. Or the drums are over sized and should have been replaced.
